We are delighted to welcome Judge Elizabeth A. Bozzuto, Judge Janet C. Hall and Judge Lisa K. Morgan who will convey their experiences, lessons learned, knowledge and wisdom.

The Honorable Janet C. Hall

Chief Judge Hall was sworn in as a United States District Judge for the District of Connecticut on October 14, 1997. She received an A.B. degree, magna cum laude, from Mount Holyoke College in 1970 and a Juris Doctor from New York University School of Law in 1973 where she was a Root-Tilden Scholar. In 2007, she received a Doctor of Laws (Hon. Caus.) from Quinnipiac University.

From 1980 until her appointment in 1997, Chief Judge Hall was first an Associate, and then named Partner (1982), in the Law Firm of Robinson & Cole in its Hartford office, where she concentrated her practice in Civil Litigation. Prior to 1980, she served in the United States Department of Justice Antitrust Division from 1975-80, except for a period in 1979 as a Special Assistant United States Attorney in the Eastern District of Virginia. After graduation from law school, she was associated with the firm of Hale & Dorr in Boston from 1973-75.

Judge Hall served on the Federal-State Jurisdiction Committee of the Judicial Conference of the United States from 2004 to 2011, including serving 4 years (2007-2011) as Chair.

Active in both the Federal Bar Council and the Connecticut Bar Association, she served as Chair of the Federal Bar Council from 1995-97. Chief Judge Hall has also served as a Director of the Connecticut Bar Foundation, Trustee of Mount Holyoke College, and as President of the Alumnae Association of Mount Holyoke College.

The Honorable Elizabeth A. Bozzuto

The Honorable Elizabeth A. Bozzuto is a Superior Court judge first appointed to the bench in 2000. She currently serves as the State's Chief Administrative Judge for Family Matters and sits at the Hartford Superior Court hearing family cases. She recently was appointed to and served on the Legislative Task Force to Study the Service of Restraining Orders and the Legislative Task Force to Study the Statewide Response to Minors Exposed to Domestic Violence.

Previously, Judge Bozzuto served as the Assistant Administrative Judge for the Waterbury Judicial District, as well as, the Presiding Judge for Family. Judge Bozzuto also served as the Presiding Judge at the Regional Family Trial docket, as well as the Presiding Judge of the Family Division in Danbury. She was the Assistant Administrative Judge in Litchfield and also served in Bridgeport and Bristol. She is a member of the Judge's Executive Committee, Chair of the Family Commission, faculty member of the Connecticut Judges Institute and co-chair of the Committee on Self Represented Litigants.

Judge Bozzuto received a B.A. from Manhattanville College in 1985. She was awarded her juris doctor from Western New England College School of Law in 1988. In 1991, she received a Certificate from the National Institute of Trial Advocacy, at Hofstra University in Hempstead, New York.

She was admitted to the State of Connecticut Bar in 1988, the U.S. District Court, District of Connecticut in 1989 and the U.S. Court of Appeals, Second Circuit in 1992.

Prior to her appointment to the Superior Court, Judge Bozzuto was a partner at the law firm of Secor, Cassidy and McPartland, P.C. Judge Bozzuto was only the second woman ever elected partner at the firm, whose origin dates back to 1865. As a practicing attorney, Judge Bozzuto specialized in civil litigation, with an emphasis on insurance defense litigation and family law. She led the firm's pro bono efforts as a member of Law Works for People.Judge Bozzuto served as the Chairman of the Board of Directors of the Child Guidance Clinic of Greater Waterbury, as a member of the Executive Committee of the State of Connecticut Commission on Children and member of the State of Connecticut Commission on Child Support Guidelines, in addition to serving on a number of local boards and non-profit organizations.

The Honorable Lisa K. Morgan

Judge Morgan was appointed to the bench in November 2010 by Governor M. Jodi Rell.  Her first assignment was to the Middlesex Judicial District where she was primarily responsible for the Part B criminal docket, but also handled a variety of civil and family matters.  From April 2013 to September 2016, Judge Morgan was assigned to the Family Division of the Superior Court, first in the New Haven Judicial District and later in the New Britain Judicial District where she served as the presiding judge.  As of September 6th of this year, Judge Morgan is assigned to hear civil matters in the New Britain Judicial District.

Prior to her appointment to the bench, Judge Morgan was a shareholder in and president of Ruben, Morgan & Horan, P.C., a small law firm located in Hartford, CT, where she specialized in general commercial litigation, business transactions and real estate.  Before establishing her own firm in 1994, Judge Morgan was a litigation associate for seven years at Hebb & Gitlin of Hartford, CT.

While in private practice, Judge Morgan was a member of a number of professional organizations, including the American, Connecticut and Hartford County Bar Associations, the former Hartford Association of Women Attorneys and The Connecticut Bar Foundation James W. Cooper Fellows Program.  She also held a number of community and political positions including Chair of the Judicial Selection Commission and Commissioner for the National Conference of Commissioners on Uniform State Laws.  While on the bench, Judge Morgan has served as a presenter at the annual Connecticut Judges’ Institute and a speaker for various professional groups.

Judge Morgan graduated with honors from the University of Connecticut in 1987 and obtained her undergraduate degree, cum laude, from Villanova University in 1984.  She has been married for 27 years and is the mother of two children, a son, aged 24, who is living and working in Denver, CO, and a daughter, aged 22, who is a first year law student at Quinnipiac University.
